Chris Finch's team missed seven successive shots at the foul line in the fourth period as the Finns clinched the three-team tournament, which included Canada.
Point guard Nate Reinking bounced back from a quiet performance in Wednesday's loss to Canada to led GB 18 points, 15 of which came in the first half.
Matthew Bryan-Amang finished with 14 points and five rebounds, while Ogo Adegboye added 13 before fouling out after 17 minutes of action.
Pops Mensah-Bonsu returned to the side after missing the game against Canada to chip in 12 points, six boards and a couple of steals.
GB's troubles at the foul line, they converted only 60 percent of their shots, was in direct contrast to Finland who drained 14 of their 16 shots from the line.
The Finns were led by 20 points from Teemu Rannikko and 13 from Samuel Haanpaa as they returned home with two victories.
Despite the loss, GB head coach Finch remained positive: "It definitely an improvement over Wednesday night and I thought we did a better job than against Canada to make tough for Finland" he said.
"We got some good defensive stops, but we clearly need to make our free-throws and start to finish our easier shots inside."
Keiron Achara was the man to make way for Mensah-Bonsu in the starting line-up, with Reinking, Flinder Boyd, Andrew Sullivan and Dan Clark making up the rest of the starting five.
Mensah-Bonsu was quickly in the action as he scored for the first six points for GB as they started well with a 6-0 run.
A trey from Finland's captain Hanno Mottola saw the game level at 17, and the teams were still level - at 23-23 - as they went into first break.
The second period proved to be Britain's best of the game as they took control despite Finland opening a five point lead early in the stanza.
Back-to-back Mensah-Bonsu baskets dragged them back into the game, and a Reinking basket put them 34-32 ahead with four minutes gone.
They remained in the lead for the rest of the half, and went into the locker room with a 46-41 lead as Clark drained a trey off Justin Robinson's assist.
The third period proved to be a direct contrast as GB were outscored 20-10, and there was an early hint of what was to come as Rannikko hit a three after Tuukku Kotti had seen Sullivan block his initial shot.
Four Boyd points did keep GB ahead, but a Petri Virtanen put Finland 57-52 ahead, and despite Bryan-Amang hitting a free-throw in the final seconds, GB trailed 61-56 at the final break.
A technical foul on Finland allowed Adegboye to trim that lead to three at the start of the fourth period, and they were only 69-68 down with 4:37 on the clock following a Bryan-Amaning free-throw.
Five Rannikko points split by a Reinking trey kept Finland ahead going into the final three minutes, and despite their struggles at the foul line, a Boyd free-throw levelled the score at 74 going into the final 90 seconds.
Rannikko and Gerald Lee showed them how to do it from the line, and although Mensah-Bonsu drained a shot with three seconds remaining to make it a two point game, Haanpaa sealed the Finnish victory from the line.
